Executive summary
Healthy Start Florida served 21,487 active participants and 6,104 infants during Q3 FY2026, a +3.4% increase in active caseload over Q2. Program performance remains strong on 7 of 10 HRSA Healthy Start benchmarks, with the remaining three — well-woman care, tobacco cessation, and contraceptive use — trending upward.
Outcome highlights: statewide preterm birth rate fell to 9.8% (−0.4 pts YoY), low birth weight rate held at 7.9%, and 6-month infant follow-up compliance rose 6 pts to 89%. Gaps remain concentrated in three coalitions — Miami-Dade, Glades, and Monroe — which together drive 61% of late-entry intakes. HSF recommends a targeted Q4 capacity add of +4 FTE case managers for Miami-Dade and Broward to bring statewide caseload back within the 35-per-CM target.
